Concerning the planned publications:

NOTE for full paper submissions; We plan to publish full papers in the Journal of Location Based Services (Taylor & Francis). The papers will have to pass a review round by the Journal of LBS editorial board.

NOTE for work-in-progress submissions; you can prepare a full paper submission for the Journal of Location Based Services; please consider feedback from the LBS conference; the submission will undergo a full review process; please carefully consider if your work-in-progress is ready to be a Journal paper; (alternatively keep working towards a full paper and consider submitting it as a full paper submission for the LBS conference 2016)
